South Carolina rules worth knowing
General information only, not legal or tax advice. Check with the agency before you rely on it.
- Sales tax and reselling. South Carolina has a 6% state sales tax, plus local taxes in most counties. If you buy to resell regularly, you generally need a retail license from the SC Department of Revenue. With it, you can give qualifying sellers a resale certificate so you are not taxed on inventory, and you collect tax when you sell. Many government auctions still charge tax unless you provide the paperwork they ask for.
- Vehicles: titles and fees. Make sure you receive a properly assigned title (or the bill of sale and documents the auction specifies), then title and register through the SC DMV. Instead of regular sales tax, SC charges a one-time Infrastructure Maintenance Fee on vehicles titled in the state. Salvage-branded vehicles have extra steps before they can be driven on the road again.
- Storage auctions. SC facility operators must follow notice and advertising steps under state law before a lien sale. Units can be paid off and pulled right up until the sale, so a listed unit is never guaranteed.
- Out-of-state purchases. Buying in NC or GA? That state's sales tax and pickup rules usually apply at the time of sale.

Frequently asked questions
- Who sells government surplus in South Carolina?
- The state Surplus Property Office in West Columbia sells state surplus, and many counties, cities and school districts sell online through GovDeals, Public Surplus or GovWorld Auctions. Each agency sets its own payment and pickup rules.
- Do I need a license to buy at auction in South Carolina?
- Not for most public auctions. Dealer-only car auctions require a dealer license, and salvage auctions like Copart and IAA often require a business license or a broker. If you resell regularly, you generally need an SC retail license for sales tax.
- Do I pay sales tax at South Carolina auctions?
- Usually, unless you hold a retail license and the seller accepts your resale certificate. Vehicles titled in SC pay the Infrastructure Maintenance Fee at the DMV instead of regular sales tax.
